What we would play, and why.
We prefer a control-first starting plan, while keeping Fire as a meaningful alternative to test. The winning route must include recovery time and failed pulls, not just a large critical strike.
A Fire proposal is a useful experiment, not a solved route
Use that disagreement to ask a better question: does the shorter casting routine save more time than its mana recovery costs on your route? Compare similar enemies and include drinking. We would not repeat the post’s claim that Frost leveling is no longer viable without that evidence.
A frozen-target bonus is not the same as an escape
Use the proc as a damage window while still watching the distance to the enemy. Preserve an actual control tool for a runner reaching you. This separates an attractive later damage interaction from the reliable space-making that an early solo build needs.

Build around Frostbolt, freezing and slowing, then reach Ice Lance with the eleventh point.
When to choose differently: Two early Arcane points in Wand Specialization can suit a strong wand, but delay this eleven-point Frost destination.
Start with a clean pull
Open from range with Frostbolt. Watch Frostbite opportunities for Ice Lance once talented, and save Frost Nova for space when the enemy reaches you.
Separate control targets
In dungeons, agree on a Polymorph target and keep incidental area damage away from it. A controlled enemy is time your healer can use elsewhere.
Count the whole circuit
Compare damage with drinking and movement included. Carry food and water before leaving town; cooked Forever food can provide an experience benefit.
Choose a route that suits your toolkit
Better pulls before longer journeys.
Choose open ground for kiting practice. Avoid treating a camp of ranged enemies or a narrow cave like an outdoor melee pack; terrain can matter more than another offensive talent.

Create a casting window with control and cover. Use the Frost toolkit as one direction to test, while considering the defensive options a deeper damage build gives up.

A Fire proposal is a useful experiment, not a solved route
A September 17 community build discussion proposes Scorch, Burning Soul and Hot Streak for outdoor PvP leveling. Replies propose different Fire allocations; the thread provides no timed comparison.

Arcane Blast increases other-spell damage while making repeated Blasts more expensive. Our take: the interesting choice is when to switch spells, not how high the stack can go.

Other spells gain 10% damage per stack; another damaging spell consumes the effect.

- Blasts the target with energy, dealing 57 to 65 Arcane damage. Each time you cast Arcane Blast, the damage of all your other spells is increased by 10% and the mana cost of Arcane Blast is increased by 175%. Effect stacks up to 4 times and lasts 8 sec or until any other damage spell is cast.
Fire gains a bridge into Pyroblast
Critical strikes from four named spells shorten a later Pyroblast cast. This makes a run of critical strikes actionable, but it does not say every Fire critical strike qualifies.
Hot Streak
No equivalent talent in this Classic snapshot.
Eligible critical strikes grant stacking Pyroblast cast reduction.
Each stack reduces Pyroblast’s cast time by 25%, up to three stacks.
Three listed stacks do not mean an instant Pyroblast; do not substitute another version of Hot Streak.

The rank-one bonus rises for spells against Frozen targets. That increases the reward for setting up control, but only when the target can be treated as Frozen.
